Universities and Institutes that accept to
administrate a grant-in-aid, accept to conform to the management requirements
of the Heart and Stroke Foundation of Québec (HSFQ) and to commit themselves to
produce the required financial statements or any other required report.
Any
researcher who has obtained a grant must complete a financial statement as well
as a scientific progress report and send them to the head office of the HSFQ,
at the latest, two months after the end of the granted year. When the grant is finished, a final report
must be sent within three months. Because of management reasons and
equitable treatment of the files, it is important to produce the required
documents within the prescribed time period in order to receive the total grant
amounts.
This financial statement has to be signed by the
researcher-administrator or by the scientific manager as well as the authorized
person of the institute or organization managing the grant.
The grant authorized by the HSFQ for the
research project is accompanied by a detailed budget. Funds can only be transferred from a budget
to another budget if they are less than 5 per cent of the annual amount. Any modification exceeding the initial budget
must be done by a specific request to the HSFQ.
Any unexpended balance at the end of the
financial year may be transferred to the following year if it does not exceed
10 per cent of the annual grant. It is
possible to transfer a higher balance when a request has received a written
approval from the HSFQ.
After the final year of the grant, all
unexpended amounts must be returned to the HSFQ within three months.
The HSFQ must be immediately advised of the
interruption of a project, which has received a grant.
If the grant is for a period of more than one
year, a scientific progress report and a financial statement must be submitted
at the end of the year. The grant for
the upcoming year will be disbursed upon approval of these two reports.
The Heart and Stroke
Foundation of Québec allows a researcher to use up to$1,500
for a grant-in-aid of $15,000 or less and up to $2,000 for a grant-in-aid of
more than $15,000 each year for travel expenses.
Complementarity with other Organizations
If a project necessitates an
amount larger than the grant awarded by the Heart and Stroke Foundation of
Québec (HSFQ), a certain level of complementarity may be considered with other
organisations in order to allow the researcher to carry on his research. The researcher should supply the supporting
documents indicating the complementarity of budgets. The total amount received should not exceed
the amount required.
In order to consider a
certain level of complementarity with other organisations, the total amount
required and needed for the realisation of the project in the
budget of the grant-in-aid application should
be the same for all organisations solicited for the same research
project.
If
the amouts requested and needed are different between the granting
organisations then the amount requested from the Heart and Stroke Foundation of
Québec will have priority to establish complementarity with the other
organisations.
Number of Projects per Principal Researcher
The Heart and Stroke
Foundation of Québec must limit the number of projects it grants to only one
per principal researcher. On the other
hand, a principal researcher may collaborate on other projects. If a principal researcher is already the
recipient of a grant and obtains the required rating on a new project, the
researcher must choose between the two projects.
